2022 MP Board of Directors Letter

The Mustang Park HOA Board (Emily Bogda, Phillip Floyd, David Hoang and Narindra Sikka) will be mailing out a more detailed letter to Mustang Park homeowners to recap the Annual Meeting held on December 6, 2021. On behalf of the Board, here is a quick look at some of the issues that will be addressed in more detail in the letter. The opinions and statements below do not reflect every board member’s view but is of the majority. The Board is grateful to those who have stepped up to help the community and for those who have voiced support for its efforts.
Community Recognition
The Board wants to recognize the Social Committee members for all their hard work in 2021 for bringing numerous events to the community that allowed neighbors to interact amid the on-going COVID pandemic. Many thanks to Suzanne Holland, Christine Bui, Kim Dang, Linda Pham Alloju, Marcy Ewing Van Galen and Thayer Bentley. Your time and efforts are very much appreciated!
The Board also wants to recognize the newly formed Architectural Committee (ACC). Members are Vidula Khadilkar, Jon Shuler, Ray Juskiewicz and Sam High. Thank you for your time and efforts as well!
Issues and Events of Note from the December 6th Annual Meeting
• Erosion Issues and Unsafe Pedestrian Bridge o 3 bids for repair of the unsafe bridge at the large pond were received, and estimated repair costs are around $190K. This amount could increase if additional structural issues are discovered during repairs. The bridge was built 13 years ago, so the 10-year statute of limitations prevents us from pursuing a claim against the developer or builder. Our insurance company will not cover the repairs because they have determined the damage was due to a maintenance issue. It may be necessary to hire an attorney to pursue this angle if we choose.
• Landscaping Issues o Winter Storm Uri led to a lot of landscaping in the neighborhood needing to be replaced. Hardier shrubs were planted around the Amenities Center. Shrubs around the large pond have not yet been replaced and will be a part of the bridge repair project.
• HOA Management Company Issues o Many residents are unhappy with Legacy Southwest, our HOA management company. A special committee has been formed to evaluate and interview several prospective replacement management companies. So far, other management companies are asking for a significant increase in fees, to the tune of 50% - 200% more than what Legacy currently charges. Legacy Southwest has been much more responsive and engaged lately due to increased cooperation among Legacy, the Board, and community members. The Board will await a recommendation on how to proceed from this special committee, as well as the results of a community survey.
• Lawsuit – Drainage Issues o Resolution has not been reached in this lawsuit. A trial has been set for March 2022.
• Budget o A final review of the 2021 budget is being conducted and should be concluded soon. Early signs show that budget estimates were on target. The 2022 budget has been adjusted given increased costs to materials, services, and labor. There was no change to the annual HOA fee. The reserve account has approximately $117K, but our financial accountant has recommended that we have at least $488K on hand by 2024.
Other Issues of Note
• Community Involvement o Please consider pitching in where you can to help the Board keep operating costs down and the neighborhood looking the way it should. The Landscape Committee has been re-started and could use additional volunteers. Current volunteers are Kevin Narveson, Dak Jones and Narindra Sika.
• Drainage Issues – Large Pond o Portions of the walking path around the large pond get covered with mud after rainstorms. Several attempts to remedy this have been unsuccessful thus far, but the Board hopes to have that issue remedied this year.
• Sidewalk/Street Problems on Stallion and Sky o Repairs should be completed by the City of Carrollton around April 2022.
• Neighborhood Aesthetics o Please bag your trash and securely place it in your trash bins for collection on trash/recycle day. Oversized recycle items should be flattened/broken down and secured so that debris doesn’t get blown elsewhere. Trash/recycle bins should be placed out on the curb the evening before trash pick-up day and must be removed after trash/recycle is picked up on trash/recycle day.
• Driving in the Neighborhood o The speed limit in the neighborhood is 30 mph by law, but please keep in mind that you may need to drive slower, as there are always people out and about in the neighborhood.
o THE STOP SIGNS MEAN YOU MUST COME TO A COMPLETE STOP. This applies to everyone, no matter the time of day.
*IMPORTANT SURVEY COMING–HOMEOWNER INPUT NEEDED*
There are two important questions the Board would like your input on, so please keep an eye out for a survey that will be sent to homeowners soon. Homeowner input is crucial on these issues, so please make sure you complete the survey once you receive it.
Issue #1: How should the HOA proceed with addressing the erosion and drainage issues and unsafe pedestrian bridge at the large pond?
Issue #2: Should the Board switch HOA management companies?
